Job Description:

         Participates in and/or leads front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, acquisition regulations, and customer specifications. 

         Examines and understands Forward Pricing Rates, Cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. 

         Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations and means to mitigate contractual/program risks; compiles and analyzes data; and maintains historical information.

         Plans, directs and controls all business unit operations relating to export and import control.

         Participates with other managers in developing and establishing business unit policies and procedures to manage associated risk areas. 

         Partners with other managers to develop and establish Business Unit policies and procedures to manage associated risk areas. 

         Leads personnel in managing business unit export / import operations associated to trade regulations (ITAR-International Traffic in Arms Regulations, EAR-Export Administration Regulations, OFAC-Office of Foreign Assets Control Regulations, CBP-Customs Regulations, FTSR-Foreign Trade Statistical Regulations), U.S Munitions import regulations Government agency jurisdictions (State, Commerce, Treasury, Homeland Security) and risk issues (classified and unclassified exports, foreign affiliates, multiple country/program defense/munitions-related exports, technology transfer, voluminous product tariff classifications, high use of conditional duty-free tariff provisions for import, related party shipments, and import valuation methods which include assists and other related charges). 

 

Essential Functions and Basic Duties

  • Oversees all contractual arrangements for the division.
  • Insures compliance with legal and regulatory requirements in contractual affairs.
  • Negotiates solely or leads a team to negotiate all contracts with external parties.
  • Analyses government / customer contract requirements and advise business leadership on risks and opportunities.
  • Train and educate key individuals in the organization to better protect and benefit the division in contractual relationships.
  • Responsible for contract initiation and administration for both Government and commercial contracts.
  • Reviews statements of work and specifications from a risk and opportunity perspective.
  • Examines and understands pricing rates, cost structures and material estimates and insures compliant proposal submittals.
  • Oversees all subcontract and procurement activity for the division.
  • Insures compliance with all corporate guidelines and government regulations in the placement of purchase orders and establishment of subcontracts.
  • Serves as the Empowered Official/Export Compliance Coordinator (EO/ECC)

 

Experience / Skills

  • 8-10 years experience in Government Contract management, Subcontract management, and procurement activities is required.
  • Commercial contracts experience and experience with international distributor agreements is required.
  • Knowledge of FAR/DFARS is required.
  • Knowledge of ITAR/Export regulations is required.
  • Understanding of CAS and U.C.C. is required.
  • Must be detailed oriented, organized and able to multi-task.
  • Familiarity with the U.S. Department of State D-Trade Export Licensing System is beneficial.
  • Previous experience as an Empowered Official (EO) or Export Compliance Coordinator (ECC) is beneficial.


Qualifications:

  • B.A. in Business Administration, Contracts Management, or related field.
  • Working knowledge of Microsoft Word, Power Point, and Excel is necessary.
  • U.S. citizen status is required. Candidate must be a U.S. Citizen and eligible for a U.S. Security Clearance.
  • Excellent communication, interpersonal and organizational skills.
  • Significant contracting/negotiation experience with U.S. Government and Direct Commercial Sales (International and Domestic) is required.
