Title: Associate Director/Director Government Project ManagementLocation: MD Gaithersburg - Corporate HeadquartersReq: 01855MAJOR POSITION RESPONSIBILITIES:The Director / Associate Director with his/her team is responsible for administration of existing government contracts as well as preparing and coordinating internal functions for submissions of new proposals. More specifically the Director / Associate Director will direct throughout the company all aspects of meeting government contract requirements as well as ensuring that internal processes have been developed to the extent necessary to meet those requirements. The scope of the position incorporates building managing and fostering business relations with client agencies/organizations; building and implementing the infrastructure required to ensure that all government contract matters are fully complied with and inquiries are addressed efficiently and promptly; working with the MedImmune organization to establish scalable and contract compliant processes; as well as negotiating contracts with government agencies if and when the need should arise.Specifically the incumbent will: Manage the contractual obligations and commitments on large government contracts which currently total more than $200 million as well as future government requests: Serve as primary liaison with government agencies for all contract administration compliance audit and performance activities Serves as project manager for major initiatives such as Request for Proposal contract modifications and any incoming requests from government agencies Partner with key functional areas to ensure efficient project compliance with government requirements; Advise senior leadership of the status of contractual actions and emerging contractual issues that could impact compliance/and or performance under a contract. Ensure consistent interpretation and application of contract requirements and regulations through management and oversight of corporate policy and procedures Ensure compliance with all contractual and regulatory filings related to contract obligations Ensure maintenance of databases and documentary archives of government contracts proposals and contract administrative activities. Establish internal auditing and performance monitoring requirements to ensure complianceCOMPETENCIES:The Director / Associate Director Government Contracts will have: Ten or more years proven success in leading Government Program Management functions for a pharmaceutical biotech defense aerospace consulting or related organization which involved: Building leading and managing effective complex cross-functional project teams that fostered development of facilitation negotiation influencing leadership and management skills; Managing large multi-year development and production contracts with the U.S. government ideally with HHS or other agencies on Biodefense projects but can be from contractually similar complex situations in other industries. Utilizing strategic planning and aggregate project portfolio planning tools such as project metrics data modeling resource projections etc. (preferred not required); Working extensively with Government contracting rules and processes (FAR requirements etc.). Significant experience with pharmaceutical biotech defense aerospace consulting or related organizations that demonstrates knowledge of and comfort with complex research and manufacturing processes; Significant experience in applying a sophisticated business perspective to planning resolving problems and assessing the impact of work across functional areas including identifying the critical steps activities upstream/downstream processes etc. that will help determine the companys plans in product development business development and market expansion; Demonstrated successful track record of developing cooperative business relationships and building strong teams; Excellent communication (oral and written) and interpersonal skills.PERSONAL SKILLS AND CHARACTERISTICS:The Director / Associate Director should bring: Excellent management and team leadership skills that include the ability to provide direction mentor and develop staff manage internal and external resources and lead multi-disciplinary teams on highly collaborative efforts resulting in successful implementation; Willingness and proven ability to function in a hands-on capacity when necessary to achieve milestones resolve issues and build an organization/function capable of driving toward measurable contract objectives; Sophisticated demeanor bearing and approach sufficient to position the incumbent for interaction with senior level executives in delivering effective presentations and providing high-level information to influence major decisions at the highest level; Proven ability to drive projects forward to a successful conclusion in a matrixed decentralized organization; High level of maturity that includes judgment discretion self-motivation accountability plus the ability to accept responsibility;Educations:EDUCATION:Undergraduate degree or equivalent work experience; a graduate degree in a scientific disciCLICK HERE TO APPLY
