Job Description

The Executive Director serves as the Chief Executive Officer of the Pennsylvania Fish and Boat Commission, an independent governmental agency established in 1866.  The Executive Director is an at will position and is appointed by and reports to a ten-member Commission appointed by the Governor.  The Commission holds official meetings to formulate and act upon broad policy matters and agency regulations. 

 

The agencys mission is to protect, conserve and enhance the Commonwealths aquatic resources and provide fishing and boating opportunities.  The agency is empowered by law:

  • To protect and manage the fish and aquatic habitat of the Commonwealth.
  • To regulate the boats and boating on Commonwealth waters including the enforcement of boating-under-the-influence laws.
  • To protect reptiles, amphibians, and certain endangered and threatened species.
  • To collect fees for fishing licenses, boat registrations, and other related sources of revenue.
  • To impose fines, penalties, and prosecute violators of the law.

 

The organization is comprised of 432 permanent, salaried positions and about 120 temporary seasonal positions.  Major functions include fisheries, administration, law enforcement, boating, engineering and property services, and policy, planning and communications.  The annual operating budget is approximately $63 million which includes over $10 million in federal funds.

 

In addition to directing the operations and activities of the agency, the Executive Director serves as the agencys chief law enforcement officer and by law is a member of the Environmental Quality Board, the Atlantic States Marine Fisheries Commission, the Mid-Atlantic States Fisheries Management Council, and an ex officio member of the Boating Advisory Board.

 

Desirable Qualifications

Extensive upper management or policy-making experience in a fisheries, wildlife, conservation, or natural resources organization; and a degree from a college or university.  Starting salary will be established depending upon factors such as the nature, scope, previous salary, and quality of the applicants experience and education.

 

Headquarters/Travel

The position is headquartered in the central office of the Pennsylvania Fish and Boat Commission located in Harrisburg, Pennsylvania.  However, frequent travel, primarily throughout the Commonwealth and eastern states, is expected.
