Job Description

We are seeking a Contract Specialist to join our Contracts Group at our Level I or Level II criteria; Level determination will be commensurate with experience.  

Qualified Candidates should possess the following and complete the prescreen questions noted below. 

Minimum Qualification Requirements:  A 4-year Baccalaureate degree.   

Or, at least 24 semester hours in business disciplines including accounting, law, business finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management. 

Current associates in 1102 series positions on January 1, 2000, will be considered to have met the above noted requirement 

And one year of the following experience for the Level I; two years for Level II:   

Progressive contracting experience (government or private sector) which provided the candidate to demonstrate the ability execute a majority of the following: negotiate and award technical or complex purchase requirements; prepare and issue request for proposals; conduct negotiations with offeror; independently prepare appropriate correspondence; knowledge of competitive range determinations; independently evaluate proposals and prepare contract action/contract review board memorandums; present case to award large purchases to contract review board; debrief unsuccessful offeror and/or independently prepare appropriate documentation to provide debriefing information to unsuccessful offeror. 

PRESCREEN QUESTIONS: 

1.  Describe experience with Government contracting / procurement policy, especially in relation to Non-appropriated Fund (NAF) environment.   

2. Indicate what level of responsibility you have had with pre-award, award and post-award contracting (including planning; source selection; RFPs, negotiating; analyzing prices, SAP actions, etc.).  

3. Describe experience with presenting recommended contract actions to a Contract Review Board and/or and senior procurement personnel.   

4. What experience do you have in communicating with contractors in writing, responding to protests and disputes, and addressing proposed actions from internal customers?    

5. Describe experience in addressing procurement related issues with RFPs, contract formats, negotiations, awards, modifications and amendments.  

6. Describe how you monitor corrective actions required of contractors to improve contract effectiveness and to assure compliance with directed requirements.

7. Describe experience developing evaluation factors and criteria for best value procurements.  

8. What experience do you have with overseeing functions of technical evaluation panels and in conducting best value trade-off analysis?   

9.  Describe experience composing and developing contract language, proposal abstracts, and specialized, procurement specific clauses for services, products, and concessions.   10. Describe experience as a mentor (assisting and training lower grade contract personnel).   

 

RESPONSIBILITIES:    Performs all functions related to major system-wide and regional procurements, including review, oversight and initiation of procurements.  Assignments are performed independently with minimal supervision.  

Level 1 serves as Contracting Officer with $250,000. signature authority and 

Level II serves as Contracting Officer with $500,000. signature authority.
