Maintenance Working Foreman (Full-time,12-month AFSCME position)This position is responsible for the upkeep, maintenance, and repair of all aspects related to Solid Waste and Recycling.
TOUR OF DUTY: 7:30 a.m.-4:00 p.m., Tuesday-Saturday*
(Sunday/Monday as days off)
*Initial assignment only. Subject to change according to institutional needs.
LOCATION: Main Campus
This is an Essential Position.
Applicants must be able to demonstrate employment eligibility in accordance with the Immigration Reform and Control Act of 1986.
This is an AFSCME unit position and is subject to the terms of that union agreement.
Essential Duties
1. Operational Oversight: Manage daily collection, transportation, and processing of solid waste and recyclables. Ensure safe, efficient, and timely service delivery.2. Program Development: Design and implement waste reduction and recycling initiatives, including composting and sustainability programs.
3. Regulatory Compliance: Ensure adherence to local, state, and federal environmental regulations, including proper handling of hazardous and special waste.
4.Financial Management: Assist with the preparation and monitoring of budgets, control costs, and track program expenditures.
5 Contract Administration: Oversee service contracts with vendors and contractors, including performance monitoring and compliance.
6. Staff Leadership: Supervise and train full-time and student personnel involved in collection, facility operations, and recycling education.
7.Community Engagement: May assist with outreach programs to promote recycling and waste reduction. Respond to public inquiries and concerns.
8. Data & Reporting: Collect and analyze operational data, prepare reports, and recommend improvements for efficiency and sustainability.
9. Innovation: Identify and implement new technologies and best practices to enhance recycling rates and reduce environmental impact.
10. Groundskeeping work including mowing lawns, trimming hedges, raking leaves and grass; and sweeping walks and driveways and removing and disposing of refuse.
11. Carry Nextel/Phone and be available for emergencies.
12. During the winter months, serve on-call and assist with snow removal operations at any BSU campus.
13. Other related duties as assigned.

Required Qualifications
1. Knowledge of the types and uses of equipment and materials used for solid waste and recycling.2. Knowledge of the safety practices and procedures followed in solid waste and recycling.
3. Knowledge of the standard preventive maintenance procedures followed in connection solid waste and recycling.
4. Knowledge of the types and uses of small hand tools such as pliers, screwdrivers, hammers, etc.
5. Knowledge of the types and uses of hand-held power tools such as drills.
6. Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc.
7. Skill in using hand-held power tools such as drills.
8. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic review and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
9. Ability to follow oral and written instructions.
10. Ability to give oral instructions in a precise, understandable manner.
11. Ability to read and interpret documents such as plans, blueprints, specifications, drawings, job layouts and schematics.
12. Ability to understand, explain and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities.
13. Ability to establish and maintain harmonious working relationships with others.
14. Ability to exercise sound judgment.
15. Ability to maintain accurate records.
16. Ability to stand for prolonged periods of time.
17. Ability to lift and carry heavy objects.

23. Ability to operate a motor vehicle. Must possess a valid and current driver's license as daily travel is required.
Preferred Qualifications
- Snow removal experience-Hoisting License 2A
-Commercial Drivers License class B with air brake endorsement
-Computer skills (Microsoft Outlook, Word, Excel, internet, etc.) strongly desired.
-Proven ability to work independently.
This position is required to carry a Nextel and/or phone to communicate with supervisors/subordinates/vendors, etc. and be available for emergencies.
