Position Summary

The Assistant Director of Field Maintenance plays a key leadership role in overseeing all aspects of the Field Maintenance and Fleet Operations department at Minneapolis-Saint Paul (MSP) International Airport. This position is responsible for ensuring compliance with FAR Part 139, CFR 1540-1542, and other regulatory requirements, while managing the Field Maintenance airside and landside maintenance programs, including the award-winning snow and ice control plan. The role also leads departmental coordination during airport emergency responses.

In collaboration with the Director of Maintenance Services and Asset Management, the Assistant Director develops departmental goals and objectives, contributes to the preparation and administration of the operating and capital equipment budgets, presents information regarding the department to the MAC Commission, and supports the implementation of the department's annual strategic plan. A comprehensive understanding of airport operations and strong collaboration skills are essential, as this position regularly engages with other MAC departments, FAA divisions, airlines, tenants, and external agencies to ensure safe and efficient airport operations.

This leadership role includes managing both direct and indirect reports, including front-line managers and employees represented by two bargaining units. The Assistant Director is responsible for fostering a positive, accountable, and collaborative work environment through regular staff engagement, clear performance expectations, and consistent application of MAC's policies.

Position Description

People Leadership

  • Lead and supervise direct and indirect reports according to MAC Human Resources and Administrative Services policies and applicable collective bargaining agreements
  • Model and uphold collaborative and accountable leadership practices and hold employees responsible for performance expectations
  • Oversee staff scheduling and daily work assignments to ensure service standards are met
  • Participate in the processes to hire, reassign, promote, discipline, reward, suspend and/or terminate employees
  • Conduct regular meetings to clarify roles, set expectations, check progress, provide performance feedback and support employee engagement and job satisfaction
  • Ensure effective implementation of MAC's Performance Management System 
  • Support employee growth by identifying development needs and plan for current and future workforce needs
  • Promote a respectful, inclusive workplace by modeling MAC values and supporting equitable practices across teams
Management & Operations
  • Ensure compliance with all Federal Aviation Administration (FAA) regulations and advisory documents that govern airport safety and security (FAR Parts 139, 77, CFR Parts 1540-1550 as well as associated advisory circulars)
  • Coordinate with the FAA, air carriers, tenants, and internal departments to support safe and efficient operations
  • Oversee testing, modification, and planning for equipment and vehicles; collaborate with Fleet Operations for capital purchases
  • Prepare and present reports, information, and recommendations to leadership and the Commission for review and approval
  • Participate in the Accident Review Board process relating to airfield incursions
  • Participate in MAC-wide safety, emergency preparedness and operational committees
  • Responsible for the daily oversight and implementation of the MSP Safety Management System (SMS) plan within designated area of responsibility
  • Represent the airport in meetings with representatives of private entities or other public organizations
  • Prepare and oversee departmental operating and capital equipment budgets
  • Contribute to continuous improvement by reviewing, recommending and implementing improved policies and procedures
  • Coordinate with airlines regarding efficient airfield operations
  • Direct the preparation and maintenance of records, reports, correspondence, and other operational documentation 
  • Other duties as assigned

Planning & Budgeting

  • Develop long-term and annual goals align with MAC's strategies, mission, vision and values
  • Prepare and oversee the development, implementation, and management of the departmental operating and capital equipment budgets
  • Oversee implementation of training and development plans to align employee skills with operational needs
  • Collaborate with Human Resources to identify workforce needs and prepare a rolling three-year workforce plan

MINIMUM REQUIREMENTS

  • Bachelor's degree in Aviation, Business, or a related field OR an equivalent combination of education and full-time professional experience that demonstrates the knowledge, skills, and abilities to perform the duties of the position
  • Five years of experience managing airport operations or airside/landside maintenance operations
  • Three years of experience managing and supervising direct reports which includes responsibility for hiring, coaching, rewarding, disciplining and terminating employees
  • Knowledge of federal regulations pertaining to airport operations
  • Clear, concise, thorough and persuasive presentation, facilitation, negotiation, verbal and electronic communication skills
  • Strong writing skills for composing memos, policies, procedures, proposals, reports, and other specifications
  • Proven history of effective interpersonal communication, collaboration and listening skills to work with a variety of leaders, managers, employees and work groups inside and outside of MAC
  • Intermediate skill level using Microsoft Word, Outlook, Excel and PowerPoint
  • Excellent decision making, problem solving and conflict resolution skills
  • Ability to respond to emergencies or snow events during off hours
  • Valid driver's license

DESIRABLE REQUIREMENTS

  • American Association of Airport Executives (AAAE) accreditation, Certified Member (CM) designation or Airport Certified Employee (ACE) certification
  • Experience in the administration, interpretation and compliance of union contracts or other contractual agreements
  • Experience supporting Safety Management Systems (SMS), emergency response plans, or airfield incident review processes
  • Experience presenting information to public commissions, boards, or oversight bodies
  • Airport snow removal operations experience

Other Information

This position involves a combination of on-site and remote work. The MAC has a policy for a hybrid work schedule where employees must spend 3 days on-site and 2 days can be remote. Among the three on-site days, one of them must be either a Monday or a Friday and on Tuesdays, all employees are required to be onsite.The role also requires you to be on-call for emergencies when they arise.
