SALARY: SALARY:  $125,748.48- $160,478.24 Annually

The Santa Barbara County Probation Department is accepting applications to fill one full-time Fiscal Manager vacancy in Santa Barbara or Santa Maria. The job classification for this leadership position is a Financial Services Manager II and is an at-will classification, exempt from Civil Service provisions, 

The Fiscal Manager, under general supervision, manages and is responsible for department and project assignments including the department budget, five-year forecasts and other complex financial analysis and specialized studies. This position will be responsible for managing the monthly, quarterly, and annual financial system closing process, coordinating fiscal reviews, and preparing reports, correspondence, and presentations. 

The incumbent must possess strong analytical and communication skills and a desire to make a difference. They will lead 2 direct supervisory reports and approximately 8 indirect reports and will manage internal control for all fiscal operational transactions for the management of our $88 million budget. The incumbent will model behaviors that exemplify exceptional service; provide effective and ethical leadership; creatively and strategically plan, develop, and implement programs that use human and financial resources to achieve results; are accountable for strategy and goal formation consistent with the mission and key business objectives; engage stakeholders; communicate and collaborate effectively at multiple levels; develop employees; analyze issues and data; and efficiently use public resources.

The ideal candidate will possess some but not all of these areas of expertise:

  • Financial certifications with a preference in government finance management
  • Experience overseeing business operations and administrative functions 
  • Experience in financial accounting and managing financial systems 
  • Extensive experience with budget development and monitoring, fiscal analysis, internal controls, projections, and fiscal reporting
  • Experience negotiating, writing and monitoring contracts 
  • Successful track record in managing and developing staff and conducting employee performance reviews
  • Experience with process improvement
  • Experience with analyzing, revising, and developing policies and procedures
  • Experience managing special projects and presenting ideas to senior management 
  • Detail orientated with a strong sense of personal responsibility and ownership of work product 
  • Experience conducting presentations to executives, Boards, and Commissions
  • Ability to compile and analyze information and develop recommendations based on the analysis
  • Ability to communicate in a clear and effective manner with non-fiscal professionals 
  • Ability to maintain confidentiality of information
  • Ability to act as a strategic business leader for division managers and stakeholders

Examples of Duties

  1. Manages budget development; balances fiscal and operational priorities; prioritizes and allocates resources; and coordinates resources with other programs or departments. Planning and forecasting activities with department executives to achieve department goals.  Reviews and prepares various fiscal reports.  
  2. Oversees accounting operations; managing accounts receivables and payables; monitors fiscal activity; ensuring legal compliance with governmental accounting standards and general accepted accounting practices.
  3. Reviews and analyzes contracts, and proposals for fiscal soundness and adherence to generally accepted accounting principles and County policy; and assists in developing, preparing, and reviewing Federal and State grant budgets. Ensures business processes, administration, and fiscal management are appropriate.
  4. Prepares or reviews complex cost reports and cost allocation plan; reviews financial documents prepared by others for accuracy, form, and content; interprets and resolves audit findings. 
  5. Supervises management, professional, paraprofessional, and support staff; and is responsible for conducting performance evaluations, employee development, hiring, discipline, and termination procedures.
  6. Supervises staff performing tasks in: general ledger, revenue accounting, expenditure accounting, accounts payable, controlling and issuance of warrants; may set standards and evaluate the work of staff; participate in the selection and training of staff.
  7. Exercises a high-level of independent action and decision making at the program level. 
  8. Troubleshoots and resolves program or work unit issues and keeps higher-level management informed of issues/resolution.
  9. Evaluates work process, organizational systems, policies, procedures, and technology in order to establish cost accounting data. Analyzes system design alternatives for development of accounting systems and improvements to existing systems
  10. Reads, interprets, and explains rules, regulations, laws, and policies regarding fiscal programs to staff and customers to ensure compliance with contract terms, accounting procedures and applicable statutes; analyzes new laws and regulations for impact on the organization and develops systems and procedures to ensure compliance; trains users and prepares presentations for staff and customers.
  11. Oversee the proper accounting of public monies collected by the Probation Department for accurate and timely distribution to victims, other departments and agency funds (pass-through revenue). 
  12. Coordinates work with the general public, County staff, external agencies, etc.; may represent the County on various professional committees; and may prepare and make presentations to the public, elected officials, boards, and/or other stakeholders.
  13. Performs other related duties as required. 

Employment Standards

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be: 

Bachelor's degree in business administration, accounting, finance, economics or related field; and five (5) years of professional experience in fiscal management, budgeting, organizational or operational analysis, including two (2) year of supervisory experience.

Knowledge of:

  • Generally Accepted Accounting Principles (GAAP).
  • Governmental Accounting Standards Board (GASB).
  • Principles and practices of accounting, tax, claims management, auditing, and collections. 
  • Principles and practices of financial planning and analysis, investment portfolio management, cost and revenue management, and cash management. 
  • Principles and practices of administering payroll and benefits programs. 
  • Principles and practices of managing fiscal services programs and projects related to accounting, tax, auditing, medical billing, claims management, and collections.
  • Principles and practices of public administration and program management, including strategic planning, implementation, and evaluation. 
  • Management principles, practices, and techniques.
  • Principles and practices of governmental accounting, fiscal management, budgeting and auditing. 
  • Principles and practices of program planning and administration. 
  • Personnel management principles and practices, including employee supervision, training, and evaluation. 
  • Principles and practices of group facilitation, conflict resolution, and consensus building.
  • Principles and practices of procurement and contract administration.
  • Principles and techniques of effective oral presentations.
  • Applicable federal, state, and local laws, codes, regulations, and standards.
  • Business systems, equipment, and applications relevant to the area of assignment.

Ability to:
  • Manage fiscal compliance operations related to accounting, taxation, auditing, claims management, and collections programs and services.

  • Analyze and evaluate operational programs, projects, and procedures. 
  • Plan, organize, coordinate, and supervise changes and improvements in public agency projects and studies. 
  • Manage budgets, contracts, grants, and resource allocation. 
  • Interpret, monitor, and report financial information and statistics. 
  • Oversee the implementation of, and adherence to, quality assurance activities and standards. 
  • Research, recommend, and implement industry trends, solutions, and best practices.
  • Resolve complex problems within area of assignment. 
  • Prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
  • Make presentations to stakeholders, elected officials, County leadership, and the public. 
  • Collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership. 
  • Interpret and apply applicable laws, codes, regulations, and standards. 
  • Communicate effectively, clearly, and concisely.
  • Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.
