Title: Program Director, TRIO Upward Bound
Classification: Exempt Full Time Effort: 100% (12-month position)

POSITION SUMMARY

The Program Director is responsible for the strategic leadership, day-to-day management, coordination, and successful implementation of the TRIO Upward Bound Program, which serves 60 high school students. This federally funded initiative, supported 100% by the U.S. Department of Education, is designed to empower students from low-income families and those who are the first in their families to pursue higher education. The program equips participants with the academic skills, personal development, and motivation necessary to graduate from high school, enroll in postsecondary education, and successfully complete a college degree.

JOB FUNCTIONS

  • Coordinate Program Implementation: Lead all aspects of program operations in alignment with the TRIO Upward Bound Plan of Operation, including participant recruitment and selection, outreach initiatives, promotional materials, program logistics, performance assessment, and ongoing evaluation.

  • Ensure Program Compliance and Achievement: Monitor and guide the Dulles Willowridge Upward Bound program to ensure it meets all federal objectives and performance benchmarks, in strict adherence to U.S. Department of Education guidelines.

  • Strengthen Program Visibility: Promote program awareness among internal and external stakeholders, including The Parris Foundation, Houston Community College, Fort Bend ISD, and the broader community.

  • Foster Educational Partnerships: Engage school administrators through presentations and collaborative efforts to sustain reciprocal partnerships that enhance program outcomes for participants.

  • Manage Program Budget and Finances: Develop and oversee the program's federally funded budget, maintain accurate financial records, and ensure responsible fiscal management in accordance with federal regulations.
  • Plan and Execute Events: Direct the planning and delivery of academic, cultural, and enrichment activities in collaboration with The Parris Foundation, school districts, community partners, and institutions of higher education.

  • Maintain Federal Compliance: Ensure full compliance with all applicable federal grant regulations, legislation, and reporting requirements.

  • Engage in Professional Development: Participate in professional development opportunities offered by the Department of Education at the local, state, regional, and national levels to stay current with best practices and regulatory updates.

  • Support Curriculum and Program Design: Provide leadership in developing and guiding academic-year and summer programming, including curricula, workshops, and special events tailored to participant needs.

  • Lead Data Management and Reporting: Assist in managing the collection, analysis, and interpretation of program data; ensure timely submission of the Annual Performance Report (APR) and other required documentation.

  • Supervise and Develop Staff: Oversee a team of full-time and part-time staff, supporting their growth through effective supervision, professional development, and leadership training.

  • Monitor Staff Attendance and Performance: Ensure punctuality and compliance with time and effort reporting among staff; review and approve staff timesheets and work schedules.

  • Human Resource Management: Provide hiring recommendations, establish work schedules, coach and mentor team members, and facilitate or coordinate training and professional development activities.
  • Additional Responsibilities: Perform other duties as assigned by the Director of Education and Outreach Services in support of the program's mission and objectives.

QUALIFICATIONS

Required

  • Master's degree in business administration, education, counseling, public administration, or related field from an accreditedcollege/university.
  • Minimum of three to five years of experience in the areas of staff supervision, budget management, program development, and evaluation; and reporting and compliance with federalregulations.

Preferred

  • Minimum of two to three years of experience with federal TRiO programs, academic support programs, or similar programs for disadvantagedstudents.
  • Professional or personal experience in overcoming barriers similar to those facing projectparticipants
  • Bilingual preferred

WORK CONDITIONS/SCHEDULE

  • Primary Work Location: Works in a climate-controlled office/school environment
  • Requires reliable transportation for daily travel to target school sites
  • Physical Demands: Work is normally performed in a typical interior work environment, which does not subject the employee to any unpleasant elements
  • Work environment involves minimal exposure to physical risks
  • Position does require some heavy lifting
  • Primary Schedule Monday-Friday 8:00am-5:00pm
  • Some scheduled evenings and/or weekends are required
