The Village of  Skokie is seeking an experienced, collaborative, and service-oriented professional to serve as the Senior Human Resources Generalist.  This position plays a key role as the second in command in the HR Division, focusing on delivering comprehensive human resources services to approximately 500 employees across multiple departments, including public safety, public works, administrative services, health and human services, finance, and community development.

As a member of a three-person Human Resources team, the Senior Human Resources Generalist serves as a trusted advisor to employees and supervisors while supporting a wide range of HR functions. The successful candidate will possess a solid HR experience base,  strong interpersonal skills, sound judgment, and a commitment to public service excellence.

Position Summary

Reporting to the Director of Human Resources, the Senior Human Resources Generalist performs advanced professional-level human resources work involving employee relations, recruitment and selection, onboarding, policy administration, performance management, leave administration, training and development, compensation and classification, and labor law compliance.

This position serves as a primary resource for employees and supervisors and assists with strategic HR initiatives designed to attract, retain, and develop a highly engaged workforce.

Essential Duties and Responsibilities

  • Coordinate and administer recruitment, selection, and onboarding activities.
  • Advise supervisors and employees regarding personnel policies, procedures, and employment practices.
  • Assist with employee relations matters, workplace investigations, disciplinary actions, and conflict resolution.
  • Oversee leave programs, including FMLA, ADA accommodations, workers' compensation, and related processes.
  • Support performance management programs and employee development initiatives.
  • Assist with classification, compensation, and organizational studies.
  • Conduct new employee orientation and coordinate employee training programs.
  • Maintain oversight of personnel records and HR information systems.
  • Prepare reports, analyses, and recommendations related to workforce trends and HR metrics.
  • Assist in labor relations activities, including contract administration and collective bargaining preparation.
  • Ensure compliance with applicable federal, state, and local employment laws.
  • Participate in special projects and strategic human resources initiatives as required.

Qualifications

Education and Experience

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or a related field.
  • Five (5) or more years of progressively responsible professional human resources experience preferred, at least three years of experience required.
  • Experience in local government or the public sector is highly desirable.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications

  • Professional certification such as SHRM-SCP, SPHR, SHRM-CP, or PHR
  • Experience with employee relations investigations.
  • Knowledge of public-sector employment practices, labor relations, and employment law.

  • Thorough knowledge of human resources principles and best practices.
  • Knowledge of federal and state employment laws and regulations.
