Responsibilities

SUMMARY OF RESPONSIBILITIES

  • Serve as the Civil Space Program Operations Division (CSPO) lead, reporting directly to the Senior Vice President (SVP), Civil Systems Group (CSG)
    • Develop and expand relationships with new political appointees for the NOAA Administrator, Deputy Administrators and NASA Administrator on behalf of the corporation
    • Build new program office operational relationships within the civil space market (NASA, NOAA, others) and their partner organizations to increase the value of Aerospace in addressing customers’ needs
    • Meet total financial contribution goals set by the CSG SVP in order for CSG to achieve its’ corporate objectives
    • Act as the “owner” of Mission Assurance practices and processes for CSG to harmonize those with the other parts of Aerospace
      • Serve as the primary POC for the Agile Mission Assurance Initiative
  • Provide visionary leadership and technical direction to CSPO Division personnel
    • Recruit, organize, train and equip personnel so as to enable civil space programs to successfully meet their missions
    • Effectively leverage the NASA Agency Wide Contract to provide support to NASA program offices and ensure mission success through application of Aerospace MA processes & application of advanced technology
    • Effectively managing the NOAA IDIQ contract to meet NOAA support requirements
    • Enhance NOAA’s status as a National Security Space-faring agency
    • Investigate and, if appropriate, pursue with senior NOAA leaders operating a Federally Funded Research and Development Center (FFRDC) for NOAA
  • Act as trusted technical advisor to the Under Secretary of Commerce for Oceans and Atmospheres /NOAA Administrator, the Assistant Secretary of Commerce for Environmental Observations and Prediction/Deputy NOAA Administrator, and NASA Goddard Space Flight Center Leadership
    • Demonstrate world-class expertise and credibility in the areas of remote sensing, space science, environmental intelligence and space-based environmental monitoring (SBEM) research, development, acquisition and operations
    • Deliver high quality and timely products to meet the needs of senior Program Office leaders as they address administration, Congressional, and national/international stakeholder tasks
  • As a senior Aerospace leader, assist the President and CEO & Executive Council in effectively addressing strategic imperatives (Shaping the Future, Growth, Innovation, and Velocity) and implementing corporative initiatives consistent with those imperatives

 

 

 

 

Qualifications

QUALIFICATIONS        

  • Demonstrated understanding of NASA and NOAA customer’s core mission and services with in-depth knowledge regarding operational space-based remote sensing
  • Advanced degree in Remote Sensing, Atmospheric Science, Aeronautical Engineering or related discipline
  • Operational experience in remote sensing analysis & data analytics; spacecraft design, development integration and test; terrestrial, oceanic and/or space weather; and/or spacecraft operations
  • Proven credibility and credentials in the environmental intelligence or remote sensing communities and record of active involvement and leadership in relevant professional organizations (such as the IEEE, American Meteorological Society, National Weather Association, American Geophysical Union, and American Institute for Aeronautics and Astronautics)
  • A minimum of 15 years of progressively responsible experience, including substantial experience in a supervisory and management roles
  •  Proven ability to establish and maintain effective working relationships with all levels of corporate staff, customers, and contractors
  • Must have proven ability to establish and maintain effective working relationships with high level government officials at the SES, Assistant Secretary, and Under Secretary levels
  •  Demonstrated ability to grow a corporate role within a government agency
  •  Demonstrated abilities to proactively apply a broad set of skills to work diverse problems is highly desired, as is acute technical insight, seasoned problem solving skills, and demonstrated application of sound judgment
  • Excellent oral and written communication skills
  • Demonstrated strong technical leadership skills
  • Proven ability to build successful interdisciplinary team
  • Active or very recent TS/SCI with ability to reactivate
  •  Familiarity with: 
    • Development and qualification of space systems for weather monitoring and remote sensing
    • Cross-functional architectural trade studies to develop optimum architectures for space based sensing systems
    • Risk assessment and mitigation techniques
    • Contemporary data analytics
    • Understanding of environmental satellite data processing
