We are currently seeking the following individual to join our team!

Position Summary:

The Deputy Director of Behavioral Health Services is responsible for overseeing all facets of clinical and administrative operations and supervision of Medication Assisted Treatment Programs and is accountable for the supervision of administrative obligations of the Clinic Directors - including hiring & training. Responsible for directing the Clinic Directors in their oversight of all front-end revenue cycle activities; including billing, collections, denials, and eligibility status of persons served, monitor missing charges and running monthly reports. Supervises the Clinic Directors in managing non-medical provider schedules, reviews medical provider schedules, coordinate staffing needs, maintaining equipment and supplies, reviewing statistical reports, participating in quality improvement reviews, monitoring compliance with infection control standards and CARF, OASAS, DEA and DOH requirements.

Will create an environment in which autonomy is nurtured and encouraged in a highly competent environment. Will promote professional interdisciplinary collaboration and encourage teamwork to improve the health and wellness of patients. Will uphold START policies and procedures; its Mission, Vision and Values. The Deputy Director of Behavioral Health Services shall insure that the Manhattan clinics, through their Clinic Directors, achieve and maintain the agency’s excellent standards of, regulatory compliance, fiscal integrity, quality of care, patient satisfaction, and staff satisfaction. The Deputy Director shall participate in community education and START’s marketing, branding, and fund development activities.

Responsibilities:

  • Direct, supervise, and evaluate work activities of Clinic Directors.
  • Monitor START’s established objectives and operational and performance metrics for all operational and administrative units. Accountable for Clinic Directors’ management of all clinical administrative functions (i.e., patient care delivery, fiscal, material and human resources, etc.) and monitor APG service units.
  • Direct and conduct recruitment, hiring, and training of personnel.
  • Monitor ongoing continuing professional development, CASAC re-credentialing and/or Continuing Education hours for licensing renewals.
  • Collaborate with corporate leadership on the development and implementation of organizational policies and procedures for the facility.
  • Conduct and administer fiscal operations, including accounting, planning budgets, and coordinating financial reporting.
  • Establish work schedules and assignments for staff according to workload, census, and space and equipment availability.
  • Facilitate communication and collaboration between clinical and administrative staff at the clinic and between the Clinic Directors and corporate leadership by attending meetings and coordinating interdepartmental activities.
  • Monitor facility and staff to ensure a safe environment and effective use of resources and assess the need for additional staff, equipment and services.
  • Maintain awareness of advances in healthcare, behavioral health, leadership and management models in a changing landscape of regulatory compliance and financial management.
  • Prepare activity reports to inform management of the status and implementation plans of programs, services and quality initiatives.
  • Consult with community groups, linkages and other community based organizations to discuss service issues and concerns, respond to community needs, enhance public relations, and coordinate referrals and other activities.
  • Collaborate with Human Resources with orientation of new hires for Behavioral Health.
  • Ensure the Manhattan clinics are performing consistent with standards to improve quality, and that performance indicators are met or exceed corporate expectations.
  • Assist all employees to maintain and enhance quality of care.
  • Communicate and clarify to all employees current policies and procedures in order to enhance compliance of all applicable laws including the prevention, detection and resolution of conduct that does not conform with applicable laws and regulations.
  • Monitor compliance with HRA STARS reporting deadlines.
  • Monitor performance outcomes as it relates to the OASAS Integrated Performance Monitoring Evaluation System (IPMES). Review outcomes with Clinic Directors and reassess the effectiveness of Plan of Corrective Action and implement necessary changes where applicable.
  • Will assume oversight of a facility in the absence of a Clinic Director.

Qualifications:

  • Qualified Healthcare Professional preferred.
  • Masters Degree in Public Health, Health Administration or Business field required.
  • Licensed Clinical Social Work (LCSW) required
  • Credentialed Alcoholism and Substance Abuse Counselor (CASAC) required

· No CASAC but willing to commit to obtaining one in a 12 months period.

  • Ten (10) years of clinical supervisory and administrative experience within a substance treatment based program required.
  • Should have an understanding and knowledge of urban community problems and its relation to healthcare, behavioral health, addiction, co-morbidity and homelessness.
  • Must have a proven strong understanding of OASAS 822 Regulations and ability to provide guidance.
  • Computer-literate with knowledge of Microsoft Office Applications. Must become competent in all computerized programs in use at START.
  • Comprehensive knowledge of relevant state regulations and deliverables required by contracts between START and funding agencies.
  • Metrics-driven with ability to analyze, interpret and explain data.
  • Ability to read and understand financial statements.
  • Bilingual English/Spanish preferred.

Travel Requirements:

• Expected travel is up to 90% of time visiting clinic locations.

• Expected to provide Behavioral Health services in lieu of staff on leave or vacant capacity.
