This position is advertised as an Internal Agency announcement. To be eligible, you must be a current Florida Department of Health employee, in a Senior Management Service (SMS), Selected Exempt Service (SES), Career Service (CS), or Other Personal Services (OPS) position.

 

Position Duties and Responsibilities:

This position is responsible for maintaining the Acquired Immune Deficiency Syndrome (AIDS) Drug Assistance Program (DAP). The incumbent maintains confidentiality regarding all client information. The incumbent will keep procedure manuals current and update material as needed to comply with policies and procedures of the AIDS Drug Assistance Program (ADAP). The incumbent works closely with the ADAP clerk and provides the clerk with the needed day to day directions so that the ADAP will function smoothly to meet client needs. Strict adherence to all security guidelines is expected. The incumbent ensures that all data set(s) under the incumbent’s responsibilities are available to those who need to know, protects the integrity of those assigned data set(s), and assists the Security Coordinator as needed to comply with policies and procedures described in Security Policy 3 - areas of responsibilities.

 

The incumbent will complete the ADAP Central Office training and become proficient in the skills needed for the ADAP program, which includes but is not limited to: screening referrals; determining program qualifications of clients following ADAP guidelines; screening clients for other insurance or pharmaceutical benefits; ensuring that medical eligibility criteria is met; conduct Ryan White core eligibility as needed and maintain working knowledge of ADAP program enrollment requirements; handling clients who move to other areas and transferring their care; ordering and distribution of prepackaged and labeled ADAP formulary medications per Department of Health State of Florida pharmaceutical guidelines; assessing adherence to medications with each client and providing all needed education regarding ADAP medications to clients. Following the time guidelines as to reenrollment and needed documentation for reenrollment. Review ADAP client files prior to dispensing medication to ensure files contain valid and current Ryan White Notice of Eligibility.  Liaising and coordinating care as needed with the Ryan White case manager.  Provide administration of injectable medication and immunizations as needed per program guidelines. Has understanding of Human Immunodeficiency Virus (HIV) / AIDS and knows all effects and side effects of ADAP formulary medications. Establish collegial relationships with the prescribing practitioners of client’s medications and work to increase clients adherence to total care plan.  Will perform phlebotomy services as needed on HIV clients.

 

Attain basic working knowledge of private health insurance programs in order to assess clients for eligibility in the ADAP Premium Plus program. Undergo training and stay abreast of ADAP private health insurance requirements and Healthcare Marketplace ADAP approved plans for clients who transition to the Healthcare Marketplace.  Enter required insurance data into the state ADAP database and assist client and/or state ADAP office with any technical issues related to the ADAP premium payment process. 

 

Responsible for coordination and implementing all established ADAP program standards; maintains comprehensive quality records and collects and documents data. Enters required data into ADAP database, run routine reports to monitor client data, adherence and enrollment status. Prepares information for reports, which are accurate and submitted on time, maintains ADAP drug inventory and current supply of medications for individual clients. Actively provides Quality Improvement (QI) of all records. Demonstrates effective oral and written communication skills, in daily work. Keeps supervisor fully informed on all issues and information that affects the ADAP program. 

 

Actively participate in case management meetings, inter-disciplinary case staffing meetings and quarterly consortia meetings. Participates in conferences; work groups and other professional meetings that enhance ones knowledge about HIV/AIDS. The incumbent will provide some HIV counseling and testing services within the HIV section of the Florida Department Health - Escambia County.
