Job Purpose

The Capital Delivery Substation Civil Construction Supervisor, under the general direction of the Manager will be responsible for overseeing assigned contract work and coordinating the daily activities of assigned substation contractor crews to assure high standards of safety, quality, security, environmental compliance, and assuring all construction is completed in accordance with National Grid Standards.

Key Accountabilities

Coordinate the daily activities of assigned Substation Civil contractors performing construction, maintenance and restoration work associated with electric utility construction projects.

Understand the assigned project scope and contract work authorization details. Interface with others on the project to ensure job commitments are delivered on time and within budget.

Document contract crew activities, prepare and present periodic oral and written update reports and verify the accuracy of contractor invoicing. Report on job progress utilizing a web-based reporting database.

Ensure safe and reliable construction activities consistent with company, objectives and policies, in full compliance with existing and relevant emerging government codes and regulations.

o Verify that the Contractor is following the hazard mitigation steps referenced in the project specific health and safety plan (HASP).

o Identify and document any safety/environmental incidents or near misses in the Incident Management System (IMS). Where necessary, ensure the contractor has determined root cause/corrective actions and documents the incident in ISNetworld.

o When required, conduct a contractor orientation or pre-construction meeting and maintain documentation as specified in the Pre-Construction Meeting Guidelines within the Safety Policy and Procedures.

o Maintain a record of incidents, injuries, near misses, and motor vehicle incidents involving contractors within IMS.

Ensure company guidelines and procedures, standards, and environmental and safety regulations are consistently adhered to. Assure compliance to all applicable Federal, state, local and National Grid guidelines, laws and regulations.

o Perform inspections and quality assurance regarding contractor activities to ensure compliance to Company specifications, practices, standards, operating procedures, policies and contract documents.

o Perform "Contractor Performance Evaluation" in IMS. Documenting both positive and negative safety performance and behaviors. This feedback shall be used in the decision process for awarding future contracts.

o Monitor and audit the completion and accuracy of all required forms, records, reports and support documentation associated with projects.

Work with other supervisors and departments to review engineering drawings, technical specifications, survey site locations for constructability considerations; confirm proper permits and licenses are available prior to work start; and attend project meetings as requested.

Document contract crew activities, prepare and present periodic oral and written update reports and verify the accuracy of contractor invoicing. Report on job progress utilizing a web-based reporting database.

Adhere to daily operating procedures.

Ensure successful performance of assigned contract crews and help to encourage a "continuous improvement" field work environment within a performance based culture.

Supervisory/Interpersonal- Experience Required

  • Excellent teamwork and communication skills.
Qualifications
  • Minimum two year technical degree in Electrical or Civil Engineering or equivalent experience.
  • 5 to 10 years relevant Sub Station construction experience in all aspects of electric utility operations.
  • Strong knowledge of Federal, State, OSHA, local, company safety and environmental rules and regulations.
  • Ability to read and interpret job cards, prints, specifications, drawings, schematics, one line diagrams, instructional information and contract documents.
  • Must have thorough understanding of substation construction principles and the hazards associated with overhead and underground electrical circuits, clearances with associated civil work and possess strong understanding of OSHA 1910.269 and 1926 construction standards.
  • Ability to develop a working knowledge of company maintenance practices, safe work practices, tagging rules and labor contracts.
  • Ability to develop and administer a strong Safety culture.
  • Hands-on experience with completion of challenging field construction work.
  • Maintain a non-restricted driver's license.
  • Able to travel throughout the service territory and willing to work extended hours when job requires and for system emergencies.
  • Valid driver's license required with a safe driving history that meets National Grid's Safe Driver policy.
