We are seeking a Contract Delivery Specialist to become part of a growing world class organization. We are looking for enthusiastic, forward thinking, agile, detail oriented, and customer service driven employee to add to our great team.- This position is within WTD's Finance and Administration (F&A) Section, which serves the essential role of ensuring that financial resources are in place to fund the Division's priorities and decision-making is well-informed regarding financial risk, optimization trade-offs, financial equity, and compliance. In managing WTD's large portfolio of financial activities and processes, F&A performs numerous functions including rate-setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. About the Team:
The Budget and Contracts unit within the Finance section is responsible for development, coordination, and oversight of a $224 million annual operating budget (2025) and a $984 million six-year CIP, a procurement & contracts team responsible to ensure effective, efficient, and timely support to agency procurement and contract administration, and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to funding opportunities. WTD's mission is to protect public health and enhance the environment by collecting and treating wastewater while recycling valuable resources for the Puget Sound region. The Budget and Contracts unit sits within a Finance & Administration section that provides services that include budget development & oversight, capital finance, procurement & contracts administration, technology services, central service administration (i.e. Division Fleet management), accounting, audit & compliance, rates & financial planning, payroll, and billing & accounts receivable.
Job Duties
What You Will Be Doing:
- Technical advisor for work orders,capital procurements, and purchasing for the Division.
- Collaborate with Consultants and Contractors, WTD and other KC staff for the procurement, planning, implementation and closeout of capital work order contracts and a variety of goods and service contracts.
- Review scopes of work, project schedules and budgets.
- Contract administration and financial tracking for capital work orders and other agreements including change orders/amendments, invoicing/payments and contract/work order closeout.
- Assist in the creation of ITB and RFP documents, and collaboration with King County Central Procurement and
- other stakeholders during the procurement process through award.
- Compliance with Federal, State and local laws, KC policies/procedures.
- Ensure that internal project information management database information and accessible information is.
- updated in a timely and accurate manner.
- Work with Division staff to develop contracts and mitigate risks to protect King County from being subject to litigation, criticism or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Physical experience working in government contracting which includes procuring, and contract management.
- Experience performing administration for capital and/or goods and service contracts, including tracking expiration dates, invoicing, change/amendments, and closeout.
- Knowledgeable in reviewing scopes of work and construction specifications.
- Experience collaborating with project teams comprised of various stakeholders on high profile, politically sensitive projects.

Working Conditions
- Remote and Onsite Work Details: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 1 - 2 times monthly at a King County worksite. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime-eligible.
- Union Representation: This position is represented by King County Technical Employees' Association (TEA) bargaining unit.
